SUMMARY:
Mental Health Chemical Abuse & Dependency Services Division is committed to providing quality substance abuse services for individuals and families. Our mission is to foster and support an effective system of prevention, intervention, treatment and recovery support.
The position will manage the implementation of and revisions to the King County MHCADSD Children's Mental Health Plan. The position will report to the Coordinator of Clinical and Quality Management Services.

WORK SCHEDULE: This full-time, career service position is open to all qualified applicants. The usual work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Candidates are required to be available to work additional hours, which may include evenings and weekends, as needed to respond to workload needs. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.

JOB DUTIES:
- Work with the mental health provider network, allied child-serving systems, families, and MHCADSD to implement the Children's Mental Health Plan.
- Work closely with other MHCADSD staff on existing program initiatives (e.g., Wraparound Initiative, Family Partner/Peer Assistance project, Uniting for Youth, School-Based Mental Health and Substance Abuse project, Juvenile Justice Assessment Team, etc.)
- Provide technical assistance and consultation to MHCADSD with respect to child, youth, and family policy development.
- Work actively to coordinate with the local, regional, and state child-serving systems to develop and implement policy around shared children and youth, to accomplish the goals established in the Children's Mental Health Plan and other strategic initiatives.
- Provide technical assistance to mental health providers and allied child-serving systems related to best practices for the treatment of children with serious emotional disturbances.
- Provide leadership, direction to, and implementation of program evaluation activities associated with children’s mental health programs and treatment services.
- Write program/policy issue papers as well as complex analytical or program evaluation reports.
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
- A minimum of a master’s degree in psychology, social work, public administration, social services or a related field or a combination of equivalent education and/or experience.
- Qualified Children’s Mental Health Specialist as defined by Washington Administrative Code 388-865-0260 and 0265.
- A minimum of five years of progressively responsible experience working with publicly funded mental health, substance abuse, juvenile justice and/or child welfare systems at the local, regional, state or federal levels.
- At least three years of experience working in behavioral health managed care and knowledge of managed care principles
- Experience working at a policy and planning level with affiliated child-serving service systems at the local, regional, state or federal levels
- Demonstrated knowledge of and experience working with family and youth peer support networks and/or advocacy organizations.
- Demonstrated experience with designing, planning and implementing programs or projects.
- Demonstrated experience with providing technical assistance and training to individuals and groups.
- Demonstrated knowledge of mental health programs and models of care based upon the principles of recovery and resilience.
- Demonstrated knowledge of quality management practices.
- Demonstrated experience with gathering and utilizing data and generating reports for presentation to management and/or stakeholders.
- Demonstrated ability to work with a variety of individuals, teams and stakeholders who may have markedly different perspectives.
- Demonstrated ability to work independently and as a member of a team.

- Expert knowledge of all Microsoft Office applications, email and the Internet.
- Valid Washington State Driver’s License, or the ability to travel around the county and state in a timely manner.
- Expert knowledge of the mental health and/or chemical dependency treatment systems in King County and/or other Washington State Regional Support Networks or counties desirable.
- Specialized training and experience generating and using data for social and/or health care services program evaluation or research desirable.
